In the UK, according to the gov.uk website, your child can use a forward-facing child car seat when they are over 15 months old. Until then you should use a rear-facing car seat. The key thing is to check the seat to make sure it’s suitable for the height of your child. Each car seat will have instructions and guidelines, you should read them, familiarise yourself with the guidelines and follow the instructions according to your baby.
Only EU-approved height-based child car seats should be used in the UK and these will have a label showing a capital ‘E’ in a circle and ‘R129’.

I moved my son into a forward car seat when he grew out of him rear-facing seat and this was actually around 15months as well.
